CANADA -- A “backyard breeder” from St. Margaret’s Bay could face up to five years in prison after the SPCA charged her for docking puppies’ tails.
Docking is the medical practice of removing a puppy’s tail, either by cutting it off with scissors or by putting a special band on the tail.
In this case, the SPCA says 35-year-old Candice Burneau, described as an unregistered “backyard breeder,” used rubber bands to remove the boxer puppies’ tails on Dec. 29, 2016.
“When bands are placed on puppies’ tails, basically what happens is the blood supply is cut off, and the tail becomes necrotic, and it falls off,” Nova Scotia SPCA chief inspector Jo-Anne Landsburg said in an interview.
“So you can imagine even placing a rubber band on the end of your finger, and waiting for the end of it to fall off. It would be quite a painful thing to happen.”
The practice, even if performed by a veterinarian, was banned in Nova Scotia in 2010.
Landsburg said the SPCA receives between six and 10 complaints every year about puppies whose tails have been docked – most commonly boxers and smaller dogs like terriers and spaniels. Because veterinarians are no longer allowed to dock puppies’ tails, people running backyard kennels, and some real kennels, do it themselves.
“The issue is when somebody is doing it themselves, at home or wherever, they’re not providing any analgesics, any pain medication, they’re not using any anesthetic for the process, so it can be quite painful for the puppy,” Landsburg said.
Landsburg hopes the charges against Burneau will deter other backyard breeders from docking puppies.
Burneau is charged with wilfully causing unnecessary suffering and injury to puppies under the Criminal Code, which carries stiffer penalties than the Animal Protection Act. If convicted, she could be jailed for up to five years, fined up to $10,000, or fined and jailed. She’s due in Halifax provincial court in March.

Georgia: Dog breeder Leslie Ayo gets 5 years probation for cutting off puppies' tails, causing the death of one
GEORGIA -- Leslie Ara Ayo, owner of Heaven’s Gate Kennels, has been convicted of animal cruelty and will spend the next five years on probation for cutting off the tails of eight Rottweiler puppies.
Ayo entered a guilty plea Monday in state court to five counts of animal cruelty and one count of practicing veterinary medicine without a license, according to the Gwinnett County Solicitor’s Office.
The case against the woman reportedly began in November 2013, when a veterinarian called the county’s animal control services to report eight Rottweiler puppies who were in severe condition after their tails had been cut off.
One of the puppies died from injuries sustained from the tail-cutting, according to a (necropsy) post-mortem examination cited by the solicitor’s office.
Investigators reportedly learned that the puppies’ owner contacted Ayo to remove her dogs’ tails and remove their dew claws. Ayo agreed to do the service for $150 and used scissors to perform the procedures inside the kitchen of a Lawrenceville home, the solicitor’s office said.
“She (Speed) advised that she left the room because she could not stand to see blood,” the report states. “…Speed advised while in a separate room she could hear the puppies screaming excessively.”
“Speed advised all of the dogs were extremely bloody and it appeared that nothing had been placed on the open wound to protect from foreign objects and to stop bleeding,” the report states.
Two children were present as Ayo removed the 10-day-old dogs’ tails without anesthesia or pain medication; the puppies screamed in pain and bled profusely, the solicitor’s office said.
After observing excessive hemorrhaging, the puppies’ owner took the dogs to a local veterinarian, who contacted police.
Georgia law requires that only a licensed veterinarian conduct docking, the surgical procedure used to remove a dog’s tail. Veterinary practice also requires that the dog is between three- and five-days-old for the procedure.
The surgery is condemned by organizations like the American Veterinary Medical Association and is banned or restricted in a number of countries, including the U.K. and Australia.
Under the plea agreement, the solicitor’s office says Ayo, a resident of Fairburn, is required to serve five years on probation, pay a fine of $3,500, perform 240 hours of community service, have no contact with animals and surrender all state Department of Agriculture licenses. She is also subject to inspections by Gwinnett County Animal Control.

She was diagnosed with an UPPER RESPIRATORY INFECTION. The next day we had to take her back to the vet and she was diagnosed with PNEUMONIA. The puppy had to stay at the vet for several days. Did the breeder pay the bill? NO! NOT A DIME! The health of the puppy was guaranteed on the contract which has been taken off of Ms. Ayo's website. Recently, my puppy was diagnosed with EPILEPSY. As of this past Friday she was diagnosed with HIP DYSPLASIA. She is passing on some "good" genes!!!! Please investigate before you buy.

My son-in-law bought a rottie puppy from Leslie Ayo 20 days ago when the puppy was 15 weeks old. Leslie told my son-in-law that the puppy was 12 weeks old and had all shots up to date. The Rottie became sluggish last night with diarrhea and vomiting. My son-in-law just took that baby to the vet and it was diagnosed with parvo. Anyone who knows anything about parvo knows that this is most often a death sentenced for dogs. Now, here is the worst of this terrible breeders evilness. The puppy that my son-in-law purchased was ill when he bought the dog, because the vet just confirmed that it takes 14 days from exposure before the dog shows signs of parvo.
What is tragic is that we let this sick Rottie play with my English Mastiff puppy, not knowing the Rottie had the virus, and my puppy died last week of parvo. This breeder had the audacity to tell my son-in-law that she would not compensate for the expenses of a puppy that she sold sick. Well, we will see who gets the last word lady.
I will use every legal outlet that I have to expose her neglectful practices. My daughter described her home as a puppy mill with dogs of different breeds everywhere. I am about to contact Animal Control to report this woman and we will let them decide if these dogs are sick or neglected. I owe my son-in-law's little Rottie and my own baby, who is now dead because of her faulty shot records and her neglect of dogs being sold sick, to fight through legal channels to get this kennel closed and the other dogs rescued.
I intend to use every legal outlet including the media outlets to give my dog a voice after her death which came far too early. Clark Howard from our local news will be next so don't be surprised if you see Ms. Ayo on television being raided for running a puppy mill and selling sick dogs. Whoever else has been affected in negative ways by this women's neglectful kennel, please stand by because the law is on our side and I intend to use the law to bring this woman to justice on behalf of Treasure, my beautiful English Mastiff puppy.

This Lady Leslie Ayo had the nerve to ask me for pictures of my current puppies then passed them off as hers to another breeder selling them for 4000 more than my asking price. She is a puppy Broker and puppy mill, she buys other peoples puppies then sells them to make a profit and a HUGE One! She needs to be put out of Business.

Go to the Gwinnett Daily Post website and Google Leslie Ayo. March 2014 article stating that she "was charged with eight counts of animal cruelty in March 2014 for 'inhumanely removing the tails of eight puppies, ' one of whom later died."
Another article in the same newspaper reports: "State records show that she was also charged with practicing veterinary medicine without a license."
Ms. Ayo can deny the accusations made by former customers all she wants but she wouldn't have made the HSUS's Horrible Hundred 2015 unless the problems at her kennel were well documented. There are an estimated 10, 000 puppy mills in the United States so to stand out among this large number makes a pretty big statement.

Jailed: Cruel owner who maimed eight-week-old Jack Russell puppy by cutting off its tail and leaving it in excruciating pain
UNITED KINGDOM -- A man who maimed an eight-week-old puppy by cutting of its tail and leaving it to suffer excruciating pain has been jailed and banned from keeping animals.
Walter Doe, 24, sliced off the tail of his pet Jack Russell, called Jack, two inches from its base using a ‘sharp tool’.
Unemployed Doe, of Uckfield, East Sussex, was caught last July after a report of concern for the animal’s welfare was made to RSPCA.
The charity said workers found the black and white puppy with a bandage around his tail and in obvious pain after Doe maimed it.
Jack the puppy was taken to a vet who removed the bandage and found a very raw wound, about two inches from the tail base, with the rest of the tail removed, an RSPCA spokesman said.
She added: ‘The vet said it was a very clean-cut wound and must have been made with a sharp tool.’
Doe was jailed at Hastings Magistrates' Court for 12 weeks for causing unnecessary suffering to the puppy and failing to seek veterinary treatment for his open wound.
He was also banned from keeping all animals for 10 years.
RSPCA Inspector Andrew Kirby said: ‘The prison sentence reflects how seriously the court took the suffering caused to the puppy.
‘We have no proof about what was used to dock Jack's tail but, whether it was a knife or a pair of scissors, he would have been in agony.
‘Cutting through the bone of the tail must have been excruciatingly painful and no attempt at all was made to relieve this pain.
‘Tail docking is such a brutal way to treat a young animal in any case.
‘As well as the pain it causes, it is just completely unnecessary and deprives the animal of their best means of expression and balance.
‘We urge people to remember that is it is against the law for a reason.’
The court also ordered that Jack, who has been living in foster care while the case was ongoing, is taken from Doe on a permanent basis.
Mr Kirby said: ‘Jack was very quiet and subdued when I found him, which is hardly surprising if you think about what he had gone through.
‘But he soon came out of his shell and is such a lovely little dog despite everything - and I really took his case to heart, so much so that I have decided to adopt him myself.
‘I just want to give him a happy forever home so he can forget his tough start in life.’

Man accused of animal cruelty in Morgan City
LOUISIANA -- A Morgan City resident was booked recently on an animal cruelty accusation after a rubber band tied around a dog’s tail led to an amputation, police said.
Tyrone F. Thomas, 49, was booked on one count of cruelty to animals at 12:13 a.m. Friday, Morgan City police Lt. James Blair said in a release.
Following a tip, animal control employees took the dog from Thomas’ Sixth Street home and found its tail, which had a band wound around it, was infected, Blair said.
“The animal was seized by the animal control officer and after being evaluated, it was learned that the dog’s tail would have to be amputated,” Blair said.
Thomas was released from jail after posting bail.

GEORGIA -- A 38-year-old woman who describes herself on her website as "Atlanta's celebrity dog breeder" is accused of cutting off the tails and dewclaws of eight Rottweiler puppies, the Gwinnett County Sheriff’s Office said Thursday.
Leslie Ara Ayo, of Fairburn, was arrested and charged with eight counts of cruelty to animals for the November incident, Deputy Shannon Volkodav said. Ayo was also charged with giving false information (false reporting), Gwinnett County jail records show.
Ayo was hired to cut off the dew claws, cut the tails and give heartworm medication to eight newborn puppies, according to a police report obtained by The Atlanta Journal-Constitution.
Vanessa Speed, of Lawrenceville, told police she had hired Ayo previously and believed Ayo’s business, Heavens Gate Kennels, was reputable, the report states.
Ayo's website claims that her breeding business has "a tradition of excellence and quality companion animals".
On her company’s website, Ayo calls herself a “dog guru” but she does not have a veterinary license, according to the Georgia Secretary of State’s Office.
On Nov. 18, 2013, Ayo arrived at Speed’s Deer Oaks Drive home and took the puppies into the kitchen, the police report states.
“She (Speed) advised that she left the room because she could not stand to see blood,” the report states. “…Speed advised while in a separate room she could hear the puppies screaming excessively.”
Speed’s 15-year-old grandson, who was in the kitchen with Ayo and the dogs, said it appeared Ayo was using "a tool similar to scissors" to cut the animals which were struggling and screaming in pain, according to police.
“Speed advised all of the dogs were extremely bloody and it appeared that nothing had been placed on the open wound to protect from foreign objects and to stop bleeding,” the report states.
Speed told Ayo the puppies' tails were cut too short, and Ayo allegedly apologized, according to police.
Speed noticed that one of the puppies was in "bad health" after Ayo butchered it. She took it to a vet clinic where it died. The veterinarian contacted Animal Control to report what Ayo had done as Georgia state law says that only a licensed veterinarian is permitted to dock dogs' tails.
Gwinnett County police went to Speed's home the very next day, on November 19, 2013, to investigate.
Cosmetic tail docking is a fairly common practice, but even in a more regulated form, is condemned by organizations like the American Veterinary Medical Association. The AVMA describes the process as “painful” and having “no obvious benefit” for the animal.
“The only benefit that appears to be derived from cosmetic tail docking of dogs is the owner’s impression of a pleasing appearance,” the group’s website said. “In the opinion of the AVMA, this is insufficient justification for performing a surgical procedure.”
Deputies served Ayo with eight Cruelty to Animals arrest warrants Thursday and she was transported to the Gwinnett County jail, where she was booked in Thursday afternoon. Her bond was set at $11,700.
She should have also been charged with practicing medicine without a license.

Speed told Ayo the puppies' tails were cut too short, and Ayo allegedly apologized, according to police.
Speed noticed that one of the puppies was in "bad health" after Ayo butchered it. She took it to a vet clinic where it died. The veterinarian contacted Animal Control to report what Ayo had done as Georgia state law says that only a licensed veterinarian is permitted to dock dogs' tails.
Gwinnett County police went to Speed's home the very next day, on November 19, 2013, to investigate.
Cosmetic tail docking is a fairly common practice, but even in a more regulated form, is condemned by organizations like the American Veterinary Medical Association. The AVMA describes the process as “painful” and having “no obvious benefit” for the animal.
“The only benefit that appears to be derived from cosmetic tail docking of dogs is the owner’s impression of a pleasing appearance,” the group’s website said. “In the opinion of the AVMA, this is insufficient justification for performing a surgical procedure.”
Deputies served Ayo with eight Cruelty to Animals arrest warrants Thursday and she was transported to the Gwinnett County jail, where she was booked in Thursday afternoon. Her bond was set at $11,700.
She should have also been charged with practicing medicine without a license.

Just want to let people know about my experience with Heaven's Gate Kennel (Owner Leslie Ayo). I bought a puppy from Ms. Ayo and on the way home from purchasing the puppy I had to take it to the vet. She was diagnosed with an UPPER RESPIRATORY INFECTION. The next day we had to take her back to the vet and she was diagnosed with PNEUMONIA. The puppy had to stay at the vet for several days. Did the breeder pay the bill? NO! NOT A DIME! The health of the puppy was guaranteed on the contract which has been taken off of Ms. Ayo's website. Recently, my puppy was diagnosed with EPILEPSY. As of this past Friday she was diagnosed with HIP DYSPLASIA. She is passing on some "good" genes!!!! Please investigate before you buy.

My son-in-law bought a rottie puppy from Leslie Ayo 20 days ago when the puppy was 15 weeks old. Leslie told my son-in-law that the puppy was 12 weeks old and had all shots up to date. The Rottie became sluggish last night with diarrhea and vomiting. My son-in-law just took that baby to the vet and it was diagnosed with parvo. Anyone who knows anything about parvo knows that this is most often a death sentenced for dogs. Now, here is the worst of this terrible breeders evilness. The puppy that my son-in-law purchased was ill when he bought the dog, because the vet just confirmed that it takes 14 days from exposure before the dog shows signs of parvo.
What is tragic is that we let this sick Rottie play with my English Mastiff puppy, not knowing the Rottie had the virus, and my puppy died last week of parvo. This breeder had the audacity to tell my son-in-law that she would not compensate for the expenses of a puppy that she sold sick. Well, we will see who gets the last word lady.
I will use every legal outlet that I have to expose her neglectful practices. My daughter described her home as a puppy mill with dogs of different breeds everywhere. I am about to contact Animal Control to report this woman and we will let them decide if these dogs are sick or neglected. I owe my son-in-law's little Rottie and my own baby, who is now dead because of her faulty shot records and her neglect of dogs being sold sick, to fight through legal channels to get this kennel closed and the other dogs rescued.
I intend to use every legal outlet including the media outlets to give my dog a voice after her death which came far too early. Clark Howard from our local news will be next so don't be surprised if you see Ms. Ayo on television being raided for running a puppy mill and selling sick dogs. Whoever else has been affected in negative ways by this women's neglectful kennel, please stand by because the law is on our side and I intend to use the law to bring this woman to justice on behalf of Treasure, my beautiful English Mastiff puppy.

This Lady Leslie Ayo had the nerve to ask me for pictures of my current puppies then passed them off as hers to another breeder selling them for 4000 more than my asking price. She is a puppy Broker and puppy mill, she buys other peoples puppies then sells them to make a profit and a HUGE One! She needs to be put out of Business.
