Florida: Zebulon Monroe, 35, arrested after pit bull found dead on chain

FLORIDA -- Police responded to Zebulon Leroy Monroe’s home in the 4800 block of Doncaster Avenue to assist Animal Control and Protective Services on June 23 in regards to some dogs there, according to the report.

The officer was told it was not the first time the organization responded to the home. In November the dogs’ ribs were visible and they were not being fed properly.


This time one of the dogs was found dead on a chain in the backyard and the other dog was noticeably underweight, according to the report.

Monroe was charged with cruelty to animals intentionally causing cruel death or unnecessary suffering, and cruelty to animals with unnecessarily overworking, tormenting, depriving or killing, according to the report.
