KANSAS -- A 6-year-old Hays girl was transported to a Wichita hospital with lacerations to her face and neck after being bitten by a pit bull dog Thursday evening in Salina.
The owner of the dog was from Hays, the girl was a relative of the owner and no laws were violated, thus no charges were filed, said Vanessa Cowie, Salina animal services manager.
Cowie said the dog did not have a history of aggressive behavior, but was turned over to the Salina Animal Shelter, where it was tested for rabies and euthanized.
OWNER BROKE LAW BY KEEPING PIT BULL IN TOWN
The city of Salina passed a law prohibiting the breed in 2004.
“No resident shall own, keep, harbor, or in any way possess a pit bull dog within the city limits of Salina, Kansas,” the city code reads.
The code also specifies that the city manager has authority over non-resident possession of a pit bull dog within the city limits on a temporary basis.
Pit bulls that were owned within the city limits when the ordinance was adopted must be registered with the city and follow strict guidelines.
Cowie said there were no Salina residents that were in possession of the dog.
Pit bulls are prohibited from Salina's dog park, Barkley Park.
The girl was initially treated at the Salina Regional Health Center where the animal control was contacted.
“The focus by staff was on getting custody of the dog to ensure the safety of anyone else,” Cowie said.
The owner voluntarily signed over custody of the dog.
He needs to be prosecuted for bringing a pit bull into a town which bans them.
Cowie said the only witnesses to the event were minors. The family was getting ready to return to Hays when the child was bitten.
