A warrant was issued for the arrest of Debra Jean Rimpley, 26, on allegations that she, as the unit’s renter, left the animals to die.
The landlord inspected the apartment Feb. 24 and found the animals, an affidavit states. The landlord said Rimpley was four months behind on rent.
An Owasso police officer and two animal control officers then entered the residence after obtaining a search warrant, according to the affidavit.
The officer described finding 26 dead cats “lying throughout the residence,” as well as two dead dogs inside cages. Most of the animals “appeared to have been deceased for quite some time,” he stated.
The apartment is in the 8400 block of North 116th East Place.
The affidavit states water to the residence was shut off in August by the city of Owasso, and power was cut in January by Public Service Company of Oklahoma.
